Questions
Start with the flood zone, which FEMA's Flood Map Service Center shows by address. In a flood zone, the lowest floor has to sit at or above the base flood elevation (the flood height on FEMA's map), and current code adds a foot on top of that. A lot without city sewer needs a parish health inspector's site visit and a state permit before a septic system goes in. An old house on the lot needs demolition first.
In Louisiana, residential construction over $50,000 requires a state residential contractor license from the Licensing Board for Contractors. Ours is license 884790. The board's website lets anyone look up a contractor by name or license number before signing a building contract.
Size, finishes, and the lot drive most of the price. The National Association of Home Builders' analysis of Census data put the 2024 median price at $138 per square foot in the region that includes Louisiana. That figure is the contract price of a contractor-built home, not counting land. Interior finishes, from hardwood flooring to interior paint, are the largest single share of construction cost. Flood elevation, fill, and a septic system on the lot add to the total.
In FEMA's high-risk flood zones, the ones labeled with an A on the map, a slab home can sit on a pad of compacted fill, dirt brought in and packed down, or on fill held inside a raised foundation wall. Either way, the ground around the house should slope away from it so rainwater runs off. Local fill limits decide how high a pad can be built on a given lot.
Nationally, close to a year is typical. Census figures published by the National Association of Home Builders show contractor-built homes took an average of 11.7 months from permit to completion in 2025. Plan approval, the weather, and how quickly finishes are chosen all move that number. Once the framing is up and the roof closes the house in, rain slows the work less.
